Gambia: President Barrow Suffers Backlash Over Acceptance Of Gifts

(JollofNews) – Gambia’s President Adama Barrow has suffered a backlash after he accepted gifts from a Senegalese property developer while on a state visit to neighbouring Senegal.

Mr Barrow was Friday gifted two luxurious properties worth 240 million CFA by Mar Thiam, CEO of Getran, with the aim of strengthening relations between Senegal and the Gambia.

The gifts sparked the ire of Madi Jobarteh, a renowned activist, who described the it as a “matter of serious concern that directly threatens our democracy.”

“The fact that the businessman said his gift is to show appreciate for his business gains in the Gambia potentially compromises the integrity of the president,” Mr Jobarteh said.

He added: “This is because such a gift has automatically become license for which the businessman could potentially obtain more contracts in the Gambia beyond and above what he deserves. For that matter, this gift must be rejected and returned to the owner. If the gift cannot be returned, then it must be transferred to state ownership.

In the first place, Section 222 which establishes the Code of Conduct for Public Officers in our Constitution states in sub-section 11 that: “A public officer shall not ask for or accept any property or benefits of any kind for himself or herself or any other person on account of anything done or omitted to be done by him or her in the course of his or her duties. The receipt of any gift or benefit from or on behalf of a commercial firm, business enterprise or a person having or negotiating a contract with the government shall be deemed to be in contravention of this paragraph unless the contrary is established.”

“Hence as per this paragraph, this gift is from a businessman who had once done business in the Gambia. Such business transaction may not have been a government contract, but the fact that the man gave this gift to the head of state, could potentially compromise the state when this businessman comes back again in future to seek any contracts. Thus for the purpose of probity and constitutionality, Barrow should return the gift.”

The gifts also  infuriated many on social media.

Aliey Njie wrote on Facebook: “Since the president was travelling in his official capacity the gift should have been rejected on ethical grounds or be transferred in the name of the Republic of The Gambia and use as official resident for embassy staff. We can’t replace a brutal and corrupt dictatorship with a gentle one.”

Andrew Pjalo wrote: “No gifts period! Those Czarist and African tendencies should be relegated to the past whether well intended or for other veiled objects and purposes! Offering gifts to national leaders sets a dangerous precedents as was the case with the former PPP leadership where trucks loaded with free gifts of livestock followed leaders, on countrywide tours, back to Banjul. That amounted to pay for play then and still does today!! Or better still, donate the proceeds to a worthy charity for eternity.”

Pa Willi wrote:  It looks like “The Pay to play” scheme could still be inexistence in the new transparent government. I think the gift to a president of a nation on a state visit should belong to the nation. Just saying; what do I know?

For Buba Sanyang, while it is very normal for presidents to accepts gifts, “they must be registered and catalogue in the states inventory. Personal gifts are often small value items. But even that must me declared and recorded. President Barrow cannot claim those properties as personal gifts because his visit to Senegal is in the name of Gambians and also no private individual will give a foreign head of state such expensive gift without expecting some favour in return. I will be very surprised if Mr Thiam would make such gifts to Macky Sall. The National Assembly should demand that Barrow handover the properties to the state on his return to Banjul. Call me cynical but this seems to me like Mr Thiam is trying to win support for his company to be award the contract for the construction of the Bridge linking Farafenni and Soma. If he is given the contract other companies should challenge it.”

Honest Gambians Saidily wrote: “Is it wise for President Barrow to have accepted gift of two properties from a Senegalese entrepreneur in the person of Mr Thiam? Why would he offer our President such handsome gifts worth CFA 240m? I hope journalists back home would question our president why he accepted this offer on his first official visit abroad? In my view this is wrong given the fact that nine out of ten this is how business tycoons lure powers that be into corruption. I rest my case.”

    • Ebrima, CONSTITUTIONAL or Not, the mere fact that the errant businessman Scoundrel, did not give Adama Barrow a gift of this kind that we know of prior to Adama Barrow been elected President of the Gambia under the Coalition Alliance, is ample reason for any Jackass to know how inappropriate and Corrupting an Act such Gifts are. It doesn’t have to be CONSTITUTIONAL for it to be Unethical and Malfeasant. It violates the Principles of Accountability, Honesty and Equal Access as well as the Oath of Office that states, “as President he would execute the Office of President Faithfully and Without…..Or Favour”. Why do you suppose, this is part of the Oath of Office for President and other Office Holders within and at the top of the Three Branches of Government? It is one thing to support a given Candidate or Politician, but indeed another to be willing to blindly follow and play Subterfuge for the Errant and Potentially Corrupt Politician. Politicians are Elected, they are Not a Monarchy and as such should never be worshipped.   4. This is how corruption in governance get started, either by way of ignorance or will. President Barrow has to be brief on the protocols that govern the presidency period. I really believed that he is clueless about most of the responsibilities of the office, lets pray to Allah that he is a quick learner and has the ability to grasp full control of the subjects that matters to the Gambia people. Accepting personal gifts from any one entity as a President is wrong, unethical and down right stupid.
    Hope this was a learning moment for him and others that will be coming after him.

  5. It sounds reactionary, if not foolish to have returned those properties as the Gambia as a whole needs them.

    They could have been accepted in the name of the Gambia as a whole, and could have housed the Gambian Embassy for example, or used as a Chamber of Commerce, or even as short stay homes for old, or sick people on medical treatment to Dakar- which is not uncommon, or for a host of other things. It beggars believe therefore that they should be returned considering, as the donor specified that Gambian money from lucrative contracts won against Gambian Entrepreneurs contributed to him acquiring those assets in the first place>

    What a shame therefore that these Properties were returned! How much did that ugly,
    not-so-necessary Arch cost? How much [more] did the Airport cost the Gambian people?

    I take your discourse wholeheartedly. But you see, you always bash on President Jammeh’s human rights abuses, enriching himself without fairly making an iota of reference to good he did in 22 years.
    I left the Gambia because I was denied further education, even at HTC in Sierra Leone or ATC in Ghana by the Ex-President Jawara government. Holding 8 “o” levels, 2 “A” levels with one of the best Primary school Teacher’s cerficates from the then Yundum College, promoted Head Teacher after only 4 years into my teaching career I was still denied going on HTC or a BA in Education at Hull University, UK which I was unequivocally qualified for according to the Hull university statement to the Ministry of Education. You know why, Natty, I was a provincial boy! That’s an anecdote of my personal experience but thousands of provincial chaps fell in the same net.
    President Jammeh offered all those rights, opportunities to our youth, today. Why don’t you say that?
    Apart from that when I hear/read Jammeh dissidents denying the laudable infrastructural developments he achieved in 22 years, I wonder why Gambians are so bad, self-centred and hypocritical in minimizing such visible evidences for our progress and development. Who in her/his sane mind should say those developments do not contribute to our national welfare? They might have never read texts on macroeconomics. I’m not an economist though, but I do read writings from renown development economists on matters pertaining to sustainable development. Besides, I am residing in one of the most advanced/developed countries in the world, Holland.
    Where there are now sustainable hospital structures in The Gambia, Natty, I believe it’s time your “government” thinks about furnishing those structures with the necessary material and amenities without bothering about the infrastructural layouts.     Armed robbers attack shops in NBR, get way with over D500,000

    The village of Kerr Gumalo in Central Badibu, North Bank Region, was attacked by armed robbers on Thursday 2 March 2017.
    “In the operation, the PIU post in the village was the first to be attacked,” according to police PRO Foday Conta.
    The robbers then proceeded to the shopping area, where they broke into two shops owned by Mauritanians – Seedy Muhammed Salleh and Muhammed Lamin Hydara.
    According to the police PRO, D342,000 and D181,000 were taken from both shops.
    “There were three victims of the robbery attack. They include a PIU officer, Seedy Muhammed Salleh and Muhammed Lamin Hydara, all of whom sustained injuries and are admitted at the Farafenni General Hospital.”
    A case file was opened and investigations are ongoing to trace the suspects to face justice, PRO Conta told The Point.
    “Furthermore, the Office of the Inspector General of Police hereby urges the general public to be vigilant and report any suspected crime, so as to make The Gambia safe and secure for all.”

All Gambians who have prevailed with exemplary O’level and A’level results then have had their opportunities one way or the other irrespective of where they come from in the Gambia. I have discussed the issue of the provincial-Banjul divide some time ago and how it gave birth to “Nteri Kafo” with the primary aim to bring equilibrium in the balance of power and to improve job and educational opportunities for provincial boys. That discussion was in response to Sidi Bojang’s convoluted misrepresentation of facts to suit his own tribal political agenda. Babu, you, Mr Manneh of US and many more Gambians who suffer such discriminations and injustices all have one theme in common. That is you were all discriminated against not because of your tribes but because of the places you were born. Your stories will resonate with the families and friends of many Gambians who suffered similar fates but are not alive to share it with us. Babu, Jawara’s government was afflicted by nepotism and corruption to a point that it paralysis the state. This was what resulted in the 1994 coup. However it is wrong for people to try to excuse Jammeh’s excesses by saying he inherited it from Jawara’s regime because Jammeh committed treason by overthrowing an elected government to end corruption and nepotism. Although we should make reference to Jawara era in order to understand some of the root causes of the vices of Jammeh era. You are right that Jammeh has built some infrastructures like roads, schools, hospitals, airport and UOTG. However he did not end the corruption and nepotism that blighted Jawara’s regime, instead he replace the players with new ones and on top of that he added tribalism and excessive human rights abuses. So like Jawara, his government crumbled like a deck of cards under the combine weights of these four. Jammeh’s good deeds are overshadowed by his bad deeds. Like the Bard said “The evil that men do lives after them; the good is oft interred with their bones” so let it be with Jammeh. You are disingenuous to say the human rights abuses under Jammeh’s regime were hearsay because there is enough documentary evidence shown on GRTS of such abuses and also from statements and pronouncements made my Jammeh himself. The arm robberies in NBR are very unfortunate and my sympathy goes to all those personally affected and the community in general. I have said it before and I will say it again. Lets resist making cheap political capital from human tragedies. Unless you can proof to me that this happened because of a government directive to the security services not to patrol and secure our borders then blaming the government for it is something I will expect from Sidi but not you Babu.     Nonetheless, I had time to read Freedom Newspaper’s posting on the FATOUMATTA TAMBAJANG BRIBERY SCANDAL.
    From the frying pan(the tentative corruptible gift to Barrow from Dakar) to the fire(the reception of $2 million cash from Africell). Will she be depossessed of her public office? I hope the Barrow government supporters send word for her immediate dismissal. She’s corrupt. With less than a month into office what do we expect in 3 years?

    Following my last writeup, I am pleased to report that Madame Fatoumata Tambajang has been asked by Barrow to return the funds Africell gave to her for the purposes of overturning the PURA directive. It is unclear whether she has returned the $2 million cash. In the meantime, Africell is operating with a carte blanche and able to do whatever it wants in Gambia, as the Lebanese tycoons retain control of the Gambian economy.
    Muhammad Bazzi still is in charge of water, electricity, petrol, gasoil, and Gambian passports. The Barrow Administration is however coming under heavy international pressure to eject Bazzi as law enforcement officials become worried that Bazzi is still the king of Gambian business despite his notorious reputation.
    Barrow still has the Jammeh people running the government. Edward Graham, is running the Social Security and Housing Finance Corporation, where the employees are busy looting the accounts of retirees. For the past 6 months, they have refused to provide statements to retirees indicating how much money is in their accounts. SSHFC employees are also transferring money from the accounts of contributors to those of their friends and families all under the sleeping eyes of the Barrow clueless government. People don’t even know how much money they have in their SSHFC accounts. I urge all people to insist on getting their account statements from the SSHFC as this is their legal right.
    The GNPC on the other hand is still under the management of Babucarr Njie, who is now famous for the number of people that he helped send to Mile 2 through false testimony. Together with a married employee with whom he is having an affair, they are running the GNPC with no oversight whatsoever and are spending the Corporations money as their own as they have no minister to oversee them. In December, they used the GNPC money to buy dollars for Bazzi in the black market outside of the norms of all accounting practices.
    In the meantime, I would like to confirm that Oumar Thorpe together with Samuel Sarr and Amadou are indeed the closest operators to Pres Adama Barrow. Your report on this is correct and there is a lot that people don’t know about Oumar Thorpe, which we will reveal in due course.
    Another team to keep a close eye on is Cham and Fatou Ceesay, who are trying to get rich quick with numerous schemes targeting business people and asking for money on behalf of the President. Whether Barrow is aware of this is not clear.
    The good news in all of this is that Barrow is well-meaning but just not sophisticated enough. He is also surrounded by people like Oumar Thorpe, Fatou Ceesay and Cham and Samba, who really have their own agenda. But the President himself is a decent fellow who means well.
    He has some decent Ministers such as Ba Tambadou, who is actually an honest person. If he can get more people like Ba in his team, he will succeed. I am very hopeful that we can all help Barrow to succeed by exposing the corruption in the government.

    When and where were you born? It appears you know very little about the inner circle of the Quadrangle in the late 60s, through the 70s, 80s and early 90s before President Jammeh flushed out the dysfunctional PPP government from power. Or you must have been a toddler somewhere or just ignorant about the gimmicks of Banjul (metropolitan) influence in dishing our scholarships or preferential jobs.
    Ask Ex-President Jawara why he studied Vet.Science instead of Human Medicine (or just read his book, KAIRABA). Ask Bakary Bunja Darbo(BBDarboe) why he read French instead of the BA he originally opted for. Ask Lawyer Darboe’s brother, Foday Darboe why he left the Gambia for the USA where he was able to read.
    The politics of scholarship allocation in my time was not what you opted/were qualified for but what they(scholarship board) wanted to give out. It was take the RUBBISH scholarship or leave it, POLICY. Because the rest was for their children. Or wait and wait after your “A” levels until you get disgusted and snub the statusquo. Most of the provincial chaps were just lucky to secure the on-the-job further training which raised their qualifications and job placements. Ask Bakary K. Njie (former Managing Director GAMTEL, Former Minister of Information and Communication). All these personalities and many more whom I don’t want to enumerate suffered the same fate after senior secondary school.
    What NONSENSE can you say, Bourne, if you know little about the disgusting scholarship allocation strategies that were exclusive handled by the most powerful within the Banjul and metropolitan areas?
    On arrival here in Holland, the university only verified my O and A level results with the West African Exams Council(WAEC) and immediately accepted my enrolment upon receiving the verification. The rest was my effort. Finding half of the funds by working part-time and studying very hard. After graduation, I stayed, because it was the same EX-President Jawara-bloated-government in power.
    In The Gambia where some scholarships were not Gambia government funded, most of the provincial boys would linger, run around and wait in other positions like UQ/Teaching jobs, Agric demonstrators before being given their right for further studies. Those who were lucky, were just lucky or had the nepotic contact on the scholarship board which we all knew about.
    I saw boys with ONE “O” level being offered scholarships. Ask Charles Camara (late Hassan Musa Camara’s son, Vice President under Jawara) how he secured government scholarship without the required O and A levels. I saw compatriots like me offered HTC at Milton Margai in Sierra Leone only to come back after two years to rot within the system.
    I have more to say than you know, Bourne. If you are a Banjul boy, just shut up!
