Building The New Gambia With Madi Jobarteh: Political Patronage And The Donation Of 57 Vehicles

It is now several weeks since Pres. Barrow received 57 vehicles from an unknown person or entity yet refused to declare the gifts to either his office or the National Assembly as required by Section 222 sub-section 12 of the Constitution.

Instead Pres. Barrow merely further donated these vehicles to members of the National Assembly. The National Assembly itself has also failed to find out the source and reason for the donation of these vehicles to Mr. Barrow. This is indeed a tragic incident that poses a clear and present danger to our democracy for which both the Executive and the Legislature have failed the people of the Gambia.

Political patronage is a cancer and the mother of all political corruption, human rights violations and abuse of power in a democracy. Political patronage is when individuals, businesses and other entities shower gifts and praises on elected political leaders or public officers in anticipation of favours. Without that political office, these individuals or businesses and entities would not have given any gift to these elected or appointed public officials simply because they do not hold any political position or public office through which they could give any favour.

The purpose of political patronage is to cause an elected official or public officer to therefore grant or give government contracts, appointments, money or other favours to these individuals in exchange. Hence political patronage is a means through which political leaders and public officers are corrupted. Political patronage allows for abuse of office and human rights to take place with impunity. It obstructs the delivery of justice, stifles accountability and denies equal opportunities to all.

We recall during the first republic how Jawara was a major recipient of political patronage, as chiefs, alkalolu and their communities would donate cattle, sheep and farm produce to him during his country tours. We have seen the same practice being used by Yaya Jammeh all throughout his misrule.

In both cases, Jawara and Jammeh became larger than life individuals who showered appointments and contracts and other favours to individuals, businesses, communities and other entities. Songs and public places were named after these leaders and their families. In the final analysis, the capacity of the people to demand transparency and accountability was weak because of patronage.

The end result of this patronage was that both leaders were able to perpetuate themselves in power longer than reasonable while plunging the country into untold poverty and underdevelopment. The way and manner both the Jawara government and the Jammeh regime were removed attest to the fact that political patronage was indeed the basis of their prolonged and misguided leadership.

Hence when we come this far, all Gambians must be hugely concerned that Pres. Barrow has started with the practice of political patronage that is dangerous to the health and stability of the Gambia. Within days of assuming office, Pres. Barrow went to Senegal only to receive gifts of houses from a Senegalese businessman. This was also not declared at all. Now that he has received 57 vehicles from another source, citizens must be concerned that the president has taken a path that potentially leads to corruption, abuse and self-perpetuation in power.

For that matter, I wish to demand that the National Assembly and all citizens rise up to demand a complete and immediate stop to political patronage. Pres. Barrow must be compelled to declare the source of these vehicles and to refrain from receiving gifts from any quarter. The Gambia Constitution is totally against the receiving of gifts purposely because the constitution wishes to protect the government and public officers from being corrupted hence abuse power and violate human rights.

If Pres. Barrow continues to receive these gifts it therefore means he will begin to succumb to the wishes and desires of the donors. By submitting himself to those desires it will only cause him to circumvent laid down government regulations, rules and the law regarding government contracts, appointments and delivery of social services. It means he will begin to use public resources to pay off political patrons. It means he will begin to make promises to communities and entities on the basis of their gifts and patronage. This attitude will only serve to derail this country for the worse.

Raise your voice against political patronage in all its forms. Demand that Pres. Barrow declare the source of the vehicles. If he fails to do so, let us demand the parliament to open a public hearing to summon the president to declare the source of the vehicles. Let us protect our republic by defending its constitution and sacred values and standards of good governance. Failure to do so will come to haunt us sooner or later. We have enough experiences in our history to tell us that we must stand against political patronage.

Mr. Barrow must realize that we elected him not only to replace Yaya Jammeh, a despot of unimaginable proportions, but more importantly for him to lead this country to effective system change. This requires that he abandon old and backward practices and attitudes of former leaders. Rather we expect him to set high standards and uphold sacred values in building a new society based on democratic culture. We expect him to demonstrate transparency and accountability in all of his decisions and actions in line with the rule of law. This is the system change we envisage.

  1. I agreed with you Madi. There is no genuine reason why the source of the 57 vehicles for the National Assembly members should not be disclosed. If the donor felt obliged by his faith to be anonymous in giving out gifts then he and the president should have known better that the National Assembly is not the right place for such a gift. They should have taken it to the Mosques and Churches or elsewhere. In fact in some cases it is encouraged by religion for certain good acts to be made public in order to to encourage others to emulate and this is that such act.
    It is disheartening to hear some member of the national assembly like Mr Madi Ceesay trying to defend the indefensible by saying that those National Assembly members who did not take the vehicles on the basis of not knowing the source should be ask by the people why they did not also ask about the source of their salaries and allowances. According to him it is the National Assembly Service that give them the vehicles and it is the same National Assembly Service that pay their salaries therefore if they question the source of the vehicles, they should also question the source of their salaries and allowance. This man is not that ignorant to know that the salaries of national assembly members is part of the budget estimate which they themselves approved and is public knowledge. Now I wonder why a man of his caliber would made such an argument to justify taking such a gift. With this I feared that this National Assembly members could be on the verge of following the foot step of their predecessors [former APRC National assembly Members]. That is why this time around the people must insist that their to recall their representatives even before the expiration of their term be clearly stipulated and entranged in the constitution and not to be left to the parliamentarians to decide. If that is done they will never become up with an act on how the people can go about recalling them. The modalities must be stipulated in the constitution itself. That is how could prevent our representatives from taking us for granted.

    Since January 2017, Gambians have become more dissatisfied than ever, with this administration crudely alienating the population from national decisions as if the Gambia is their Barrow Kunda, Darboe Kunda, Tambajang Jallow Kunda households. They are just wicked and very selfish!
    This is flagrant disregard for the people’s rights to know, while the blind-folded sycophantic followers e.g Nasty Natty Dreadful Dread, Jack the Jackass & CO continue to say yes to everything that a 10-month-old administration is woefully doing is very unproductive and provocative.
    Shuttling around the world to receive per diem emoluments, visiting Marabouts in Senegal, wives and buddies going with them on pilgrimage to the Mecca, wives driving with entourage of YAI KOMPINS to attend football matches, appointing unqualified buddies to the already bloated inefficient civil service, receiving gifts from Senegalese corrupt business tycoons, indebting the country further with foreign loans without self-initiative development programmes, ignoring rising crime rates by foreigners, ignoring price hikes in basic food commodities and education bills at all levels, high cost in rents, unaffordable houses in the metropolitan areas, rising youth unemployment, rising abuse of our women, deliberate curbing of the people’s civic rights to demonstrate, environmental pollution by plastic and other wastes etc, etc……

    The inefficient Darboe has bowed down, the inept Minister of Justice/Attorney general has said he accepts the court ruling. Besides, what else can he say other than accepting the dictamen of the highest instance of power that interpretes our laws. It equally reflects that SOLO SANDENG, the APRIL 14, 2012 demonstrators and the December 30th 2014 terrorist invaders ALL disobeyed the laws of our country.
    Only illicit children of a country would take the laws in their own hands, the likes of BASTARD Nasty Dreadful Natty Dread.
    I hail the APRC for respecting the ruling that unlawfully barred them from celebrating the July 22nd anniversary. They are REAL Gambians! Not like the horrendous BASTARD, ill-gotten child Nasty Dreadful Natty Dread:

    • Babu….the truth about Jammeh’s rule is indeed coming out. Watch and follow the “Janneh Commission.” The demonstrators may have broken the law, making their actions illegal, but torturing detainees to death is also illegal. That’s also the truth about Jammeh’s rule.
      Before you praise the APRC as good citizens for accepting their permit denial, ask yourself how many times have they been denied permits. Since you have referred to the UDP, we know that they have endured permit denials for twenty years before they even reacted “illegally”. Let’s what until the APRC suffers a similar experience before we praise them. They’ve only been denied permit ONCE, (and rightly so) but they’ve made so much noise about it, that you would think it’s been ongoing for twenty years. So any praises here might be a bit premature.

    The composition and commissioning of the “Janneh” Commission of Inquiry is in itself arguable taking into account the irritating historic testimonies of the members. All of them with flawed records in their past judicial activities. However, it was a membership on patronage composed by the most inefficient “leader”, only meant to vilify President Jammeh. Though we have to conform with it in respect of our laws and democratic dispensation we haven’t seen a fair delivery of its deliberations yet.
    When it’s President Jammeh’s turn to defend himself, you’ll be surprised.
    Bax, we’ll maintain our differences over the accusations that you have continuously levied on President Jammeh; toutures, rapes, killings, murders maiming, stealing……..
    To Bax, they exisited based on Bax’s “sources” of information. To Babu they never existed until the courts and the comissions(inquiry/Truth and Reconciliation) prove them beyond doubts. That’s Babu’s singular perception of matters that have reached the courts to determine/decide.

    • 1. There was a death certificate in court confirming that Solo Sandeng died from torture. Jammeh himself affirmed that he died under “interrogation” and refused to order any investigations.
      2. Living victims have testified to being subjected to torture and degrading treatment at the hands of regime forces;
      3. Military and civilian witnesses have attested to the existence of a “paramilitary” group called the “Junglers”, who are known to be enforcers ala mafia style;
      4. Senior, junior officers and ex-Junglers have all attested to the fact that the Junglers were operating directly under, and receiving orders from, the State House;
      Former members of the Junglers have confessed to committing heinous crimes throughout the country, including the gruesome killing of targets and disposal of their remains.
      Babu, these are not “Bax’s sources”. These are known facts. You can continue to wait for your court to declare these before you accept as facts (which I doubt you will), but we don’t need a court to believe these crimes occurred and that Jammeh has a hand in them.
      You may have reservations with the Commissioners at the “Janneh Commission”, but the documents being put under the commission are not faked by the Commissioners or doctored by witnesses appearing before the commission.
      These are legitimate and genuine documents that recorded the illegal financial activities of Yaya Jammeh during the period under investigation, and that’s what matter for many Gambians; not what the Commissioners did in their private capacities as legal practitioners. That’s a completely different issue.

    I can’t imagine the existence of that clause, to be recently misinterpreted by our learned judges in the Darboe litigation case.

It’s not been misinterpreted at anytime Babu; what the judgement said was the constitutional permit clause provision which Darboe & co claimed against, was only provided for in statutory, in good faith; for the safeguard to humanity & society in general, which is why police have mandate to deny &/ sanction permits to demonstrate base on societal security safeguard at the material times…

    I was saying that it would be plausible to have a constitutional clause that allows demonstrating without permit and yet have our learned judges to “interprete” it otherwise. That would be rather plausible given the person who filed a litigation case against the said clause.
    Well, if there is a statutory clause in any given constitution, I believe it is mandatory on all citizens and activities and that only the final instances of any country’s law enforcement agencies, thus the Supreme Courts, could have the final interpretation. Could there be any double-standarded interpretation of the same clause?

    Buba, I have known the Sanyangolu (people from Sanyang Kunda) from birth. I’ve had that regional/working relationships with them given my birth links in the CRR and URR. So, I sincerely revere the Sanyangolu. My paternal half sister is married to a Baddibu Sanyango and they are happily living in Bundung Borehole. This brother-in-law is all-giving. He has given a lot to my sister, his three children and all due respect to my parents. I was at Kwinella, Fatoto as a teacher and at KanteleKunda and Song Kunda where I met those great Sanyang families. I briefly taught as a practising teacher at Kombo Faraba Banta where I met the Koringolu. I sincerely love all those Sanyang men and women some of whom knew my dad. They were cheerful, truthful, honest, charming and affording. I learnt a lot from them during my contacts with them.
    My sister’s three children; my two nieces and nephew who would visit me at my residence during my summer holidays equally give me enduring love, joy and good company. They are that spirited Sanyang blood in social relationship and in education.
    You see, Buba, I can’t say NO to my Gambian compatriots on matters of national sharing, most especially when a Sanyang is involved.

    Any time he fights the women for finishing late, somebody among his own children would run to call a particular Touray kunda man who when he appeared Sanyang would be embarrassed & stop fighting for food instantly…
    Because of the constant embarrassments he gets whenever the Touray kunda man tells him off; Touray Sanyang resorted to clandestinely disturbing the chicken daily in the barn where they collectively spend the night together in those days; just for the chicken to make some crowing noises, deliberately on his way back from the Fajir early morning prayers at the Mosque so as to find a way to insist & make who among the women were on the cooking shift for the day to start cooking that very early out a choice; the chicken crows times were among some of their local times keeping mechanisms by then…
    Then on a particular night some of Touray Sanyang’s children went out to a sicko dance & stayed out late; on their way back, on reaching home, they saw a figure around the chicken shade area looking like grabbing to be stealing the chicken; while Sanyang also was just from the early prayers doing his old trick, busy to get the chicken to make out some noise, so he can go on his preemptive pounce on the wives…

    Then our Touray man, on his way from the same Mosque prayer, went to Touray Sanyang & gave him a stern warning…
    Any disturbances again; he made it clear that he will confiscat Touray Sanyang’s personal belongings including his herd of cattle…
    That’s was how the poor Sanyang kunda women gained their collective freedom; from a gargantuan bully all because of food….

Yes Buba, the Sanyang in Faraba had a Touray Sanyang; they must have heard his name; he’s one of their venerable grandfathers in the past along the line; the story’s narrated to me; our old Touray man who used to scold him at the time, was said to always be remarking to the young Sanyang kunda children & the women whenever he meets up with them & about in the village; ‘where is our notorious fowl thief?’; they will all reply back ‘he’s at home’….
