The Malick Jallow Foundation for Children (MJFC) is very pleased with the formal introduction through its first reading in Parliament of the Prerogative of Mercy Bill on Friday, 11th July 2025.
The Bill was introduced through MJFC’s partner on this project Honourable Alhagie Mbowe, who has collaborated and worked together with the Foundation in preparing and making this Bill ready for consideration by the National Assembly.
The idea to introduce and work towards a Prerogative of Mercy Bill was initiated by the Foundation, under the leadership of its Founder and President Lawyer Malick H.B Jallow Esq, to help strengthen the President of the Republic in exercising the Prerogative of Mercy facility accorded to him by the 1997 Constitution of the Republic of The Gambia.
It is hoped that through the introduction of this Legislation, there would be greater certainty, objectivity and transparency in the process that should underpin the exercise of the President’s power for prerogative of mercy.
The MJFC seizes this opportunity to thank and acknowledge the invaluable contribution of its Board of Advisers in making this initiative a reality.
The MJFC also acknowledges and thank its partner on this project, The Honourable Alhagie Mbowe through whom the Private Member’s Bill is introduced in Parliament for his commitment, passion and tireless efforts in collaborating with the Foundation from the inception of this initiative to date.
It is now hoped that the Bill would be favoured by The Honourable Members of the National Assembly to pave way for what bears the hallmark of a fundamental stride in ensuring transparency and certainty in the exercise of a fundamental constitutional function of the Presidency.
