Gambia: Sidi Sanneh On The Findings Of The Janneh Commission

(JollofNews) – The Commission of Inquiry set up by Gambia government to probe into the assets tied to the exiled former Gambian leader Yahya Jammeh is coming across a series of troubling revelations that have left many people wondering whether the country was run by criminal syndicates or drug cartels.

In an exclusive interview with journalist Abdoulie JOHN, former Gambian Minister, and a popular blogger Sidi Sanneh takes a critical look at the irony of Gambia’s commercial banks that had taken part in a ‘criminal scheme’ that totally betrayed the key principles of good governance, allowing the looting of public funds by senior civil servants and top military officers.

Jollofnews: As troubling revelations continue to come to light at the Janneh Commission, do you think Gambia was really a Mafia State under dictator Jammeh?

Sidi Sanneh: As startling as some of the revelations are, to us at sidisanneh.blogspot.com, they served as validation of claims we made against the Jammeh regime over the years.  We have been saying that the influence of international criminal syndicates, some with ties to the drug cartels,  arm and human traffickers including some who have been accused by the United States government of financing terrorism, have had a firm grip on the regime of Yahya Jammeh.  These syndicates are being exposed by the Commission to have penetrated the regime of Yahya Jammeh to the point of assuming the powers of the presidency. They effectively ran the affairs of state from their corporate offices in Banjul, London and Beirut.  I short, they ruled The Gambia with the active participation of local Gambians that included businessmen as well as civil servants who were as guilty of the obscene level of corruption we are witnessing being revealed at the Commission of Inquiry.

JollofNews: You are among the country’s leading voices that had been warning Gambian authorities over the plethoric number of commercial banks in the country. Can the banking sector survive the new democratic dispensation?

Sidi Sanneh: Yes, I have been the leading voice, if not the only voice, who have been warning about the need to check the astronomical growth of the commercial banking sector, most of them regional (primarily Nigeria) banks and only one world-class bank i.e. Standard Chartered  the oldest serving – since colonial period. 14 banks serving a population of 2 million works out to a ratio of approximately one bank for every 143,000 Gambians which must be the highest ration in Africa, and perhaps anywhere in the world.  These number of banks serving a small population in our part of the world suggests one thing and one thing only – money laundering.  And money laundering is inextricably tied to illicit business activity of one form or another, some of which I have mentioned earlier.

JollofNews: Do you foresee any of these commercial banks being closed down because of criminal activities?

Sidi Sanneh:  Yes I foresee the closure of some f these banks which we have come to learn that they relied heavily on the illegal operation of at least 22 current accounts at the Central Bank alone.  We do not know the exact number of such illegal accounts were being operated by the Office of The President at the 14 commercial banks, although some have testified to the existence of multiple accounts in local and foreign currencies of which Jammeh is the signatory.  The financial solvency of some these banks were guaranteed by the maintenance of these accounts.  The moment these accounts are closed by the Barrow administration, some of these banks will fold.  They were kept afloat by these accounts associated with illegal illicit.

JollofNews: Is it high time for Barrow government to introduce tough policies in the financial sector in reforming the banking sector? What are the main areas in need of reform?

Sidi Sanneh: The only banking reform I see, based on the limited information at my disposal, is at the Central Bank of The Gambia (CBG) level where the Banking Supervision Department must be strengthened, properly staffed and trained.  The requirements for opening Commercial Banks must also be tightened.

  2. Fascinating: It’s all beginning to make sense.Over the years Freedom Newspaper did an excellent job at highlighting the pieces of this complex web of deception. But I bet Pa Mbai, could never have imagined the scale and depth of this story. Even when 2 Billion dollars of cocaine was uncovered, the International powers and authorities did little to put the pieces together and act.The IMF and The World Bank kept calling along with other well informed International banks. In such cases as this..the wave created runs far and runs deep. But usually when you get to the Big Guy’s the trail goes quiet. It gets contained. The people who knew and know about all this had to be wide and global. This illicit gravy train travels far and wide, into the houses of international interests. Meanwhile Fatou and Lamin have joined the bumsters union, closely followed by their children and their children..Just when you think it couldn’t get any worse.

  4. His ardent supporters are well aware that Yahya Jammeh is a common thief and a thug. Just don’t forget he got a lot of help from those who aided him for whatever reasons. There is no news here. What is important is what Mr Barrow does to ensure this reckless acts are not repeated. What we Gambians must do is stop passively accepting and colluding with rogues in power.

  6. Many are not surprised at the revelations of malpractice of the regime. We all know that Jammeh and many officials were living above their means. What is surprising, is the nature and scale of the financial malpractice that was taking place, with the active connivance of public and civil servants who swore to uphold the law and observe standards of practice in their various professions.
    There are oversight institutions, like The Central Bank, Accountant General, Auditor General, National Assembly, etc. that have all failed to execute the functions for which they were established, thereby failing the whole nation very, very badly.
    The commission set up to look into Jammeh’s financial dealings is good, but we need a commission that should look into the role of many officials in this crime, their culpability and the extent of damage/loss to the state.
    The commission must also look at the structure of these institutions, the tools available to them to execute their functions and whether this needs to be improved.
    Unfortunately, the government seem to be focused on only Jammeh, his family and associates, but whilst this may be necessary to answer certain questions, it cannot give us the answers that we may need to avoid a repetition of such a crime.

    You forgot the external auditors too! They sent out confirmation letters directly to the banks to independently confirm all existing bank accounts and balances of the auditees (the para-statals). How do they miss out on this is deeply and ethically troubling????

  8. Well I am glad I lived long enough to know the truth of this national game of endless and seamless corruption. It extended far across the Borders Of Gambia. A crime syndicate just as ambitious as any South American cartel. Jammeh was endlessly causing diversions, by attacking the Western powers and leaving or expelling so many international humanitarian and donor institutions. The execution of prisoners, the disappearances, of any journalist, touching the live undercover wire of the real truth. The Executive orders to stifle the press and protest. The highly publicised giving of sugar from donors, to convince the people that he was a good man. The purchase of aircraft and the constant “runs” of the first lady all around the world. The purpose of the fraudster and the confidence trickster is to make everything seem “normal” I would not be too hard on those involved. For the choice was clear…A bullet in the head or just take the money. Which of us would have risked life over “easy” money ? The stark reality of being sent home to no income, or being fired or jailed for protesting, was a sobering condition of survival. How many public officials were recycled through Mile 2 ? Meanwhile there was another social war, going on all the time. How many were doing everything to join this “gravy chain” Lying, informing, back stabbing or doing anything to climb over the backs of those in front. An industry so far removed from earning an honest dalasi. Meanwhile…when all else failed, the crowd were treated to white robes prayer beads and a samurai sword. ” I will be President for a 1000 years if Allah permits it ” Even Allah was misused in this Jungle conspiracy. But God is all seeing and all powerful. Justice awaits, the heathen and salvation will be granted to the righteous. This is not over.

  9. Bax and Mike Scales’ analysis are on target. There is more to the story than meets the eye. Collaborators, and those Co-opted or by their own Volition joined in Jammeh’s regime Should not be Immunized from Potential criminal prosecution for their part in the whole Malfeasance. They should be held accountable and responsible for their part in the Racheteering and Ilegal Enterprise of National Treasury Theft. Limited immunity Should be given to those who are willing to Compensate or Refund the “ilegal gotton booty”. As practical and tempting as it may be to Focus on Jammeh, it is also important and vital that the Whole Apparatus, “Players and their Coaches/Facilitators” be held accountable no matter what their Ethnic or Political Affiliation. It will be necessary or even required to “Step on some “big feet” and footprints of past and present to get to the bottom of the Economic and Financial Malfeasance. In Gambia’s case, the “Musical Chairs” of Corruption, Corrupt and Corruptive Practioners who were never in short supply to have a “Piece of the Action” from the “National Pie” at the expense of Public Service and Good Governance. It was on Steroids but nothing new in the Gambia and Africa. A Panacea would be, when good men and women speak up or at least have the fortitude to resist being Co-opted into Gross Economic Malfeasance of the kind inevitably revealed in Such Collective Economic and Financial Malfeasance and Malpractice. To avoid history repeating itself at a scale reported, the Commission would need to be Free from Politics, Political Co-option and Influence. Realistically, it would be difficult if not possible for the Commission to be Independent. However, it must endeavor as well as appear to be Independent in manner. It needs to be ready to Challenge the Status Quo when and where needed. Ready to make the toughest decisions possible. Decisions that may not be popular, but needed to dragg in the “Untouchables” of the Political and Economic Manipulator Class who are adapt at Survival from Regime to another. In the name of the people, and the Oath taken, Serve the People and not the other way around. When the people experience such practice from those they entrust the Managing of the Affairs of State, Governance becomes less cumbersome.

    The politicians and the technocrats do not appreciate the previlage and the opportunity given to them by the Gambian people. The work of this generation is to break the status quo of political sycophancy for people to understand their fundamental rights and reverse the political process from the traditional culture of ethnic politking for political of enlightenment towards development with programs that can be be delivered by group of competent and people of integrity who will appreciate the opportunity accord to the Gambian people.

    I totally agreed with Sidi for his submission and we at Open Society Platform The Gambia have a (OSPA) deal of work as per our goals and objectives that is relevant to the current situation of our beloved Gambia.

    Someone has to do this job and no one will come from the sky to address this problem for us. And we are witnessing the same create by Yaya because the institution have not changed inward because the people who enabled Jammeh are at the steering wheel and they are going to continue teaching the new entries into government business the bad practices that are institutionalized in the past two government. There are generation of public servant who have served in both government and is the same game managers in charge with super curled management systems.

    This county is no short of resources being human and financial but our leadership failed us because we as citizens glorified the theivies and nagated the people who want to do rights.

    We have a great history and no one is in position to deny the fact because is evident on our TV screens every day from the Janneh Comission.

    • OSPA is probably doomed if Sidi & Babu are your reference points!! There are grassroots working towards an ideal country for all and for one voice (ethnic wise). And these grassroots level endeavours are and will bear fruit thanks to the demise of jammeh. My local associations president is a different ethnic background as many of the members. There was a vote and was elected based on competence. Expectedly, the person is delivering well and is well respected across all sections of the membership. That spirit was hijacked in 1994 by Jammeh. He installed a barbaric and criminal regime and in so doing disrupted the march OSPA is aiming to embark on today! My advice: acknowledge Jammehs disruption in your mission statement.

  11. I saw this hypocrite when he came to Europe as Minister of Agriculture and head of a delegation to talk to European officials about the state of agriculture in the Gambia. He was either telling LIES or just glorifying something that he denies today! What a hypocrite!
    We equally want to see a Commisiion that will immediately look into the financial dealings of this INEPT government. Not to wait until they are flushed out when much damage would already have been done.
    Are we so conformist/naive not to see what evil is already being done by the continuous financially plundering of our meagre resources with futile engagements, trips, conferences, bogus sensitization/capacity building seminars….while the country still lacks electricity after 9 months?

    • Valid points regarding use of meagre resources on foreign trips, use of officials cars, and need for cap on state spendings especially on futile engagements. These critics are ongoing even within the govt and respective parties involved.
      However, non of the spending behaviours come near 1/100 of jammeh’s state resource squandering. The security apparatus created to cater for his only own security is gone, kanilai and restrictions to surrounding areas is gone(manning cost) are gone, his jetsetting wife and entourage are gone, kanilai farm and jammeh foundation for killings is gone, the opportunity cost in ensuring that he control all spheres of economy is freed up. And so on!
      Hence, to be a genuine contributor, you need to acknowledged the great emancipation achieved by getting rid of jammeh. It is a monumental achievement.
      The new gov’t is being critically accompanied by all well meaning Gambians and we shall call a spade a spade even before reckoning day. At the moment they are calling the right shots!

This coalition was voted in on the approved mandate of transition from Dictatorship to Democracy; It also vowed to eliminate the very Constitutional changes that Jammeh reinforced vigorously, to control and hide his raging out of control criminality. Please tell me where the promised changes have been made and why this coalition choose to raise the age limit for Presidential office as its first and only priority. Tell me why protesters were shot and any other legitimate protest has been denied . Tell me how many loans have been signed and what the terms and conditions are and the repayment period. Tell me, when the coalition’s promises will be made and when the next General election and Presidential election will be held. Tell me the amount of money this coalition has spent on government, since mandated and all wages and expenses, private cars, living costs and per diems all have enjoyed. Tell me what changes the most vulnerable and hungry and disadvantaged have enjoyed since January. Tell me the amount of assets the members of this coalition had before election and tell me if when they leave how much they have obtained in higher value. Tell me.
    Accountability, Transparency, Probity. That is the foundation of democracy. I don’t see anything like it yet. To suggest this government is better than the Jammeh government, just because ,,,,is a poor platform to stand on. A government convened of deported school children could do better than Jammeh. easily. If the only policy the coalition can invent is curtailing life for Mothers and their children, then this coalition, are dreamers. They got nothing, they speak nothing, and they do….you got it….Nothing. Except spend other peoples taxes. Gambians got no time for this.

The learned should preserved the truth and spread the word at all cost according to Babu Soli and i firmly believe that those learned ones that Gambia needs are Kinteh(Kemo)s not Babu Solis who can’t see good in anybody else except Yahya Jammeh. Kinteh applauded some of the points you’ve raised as valid grievances and i hope you can do the same when it comes to President Barrow and his government Babu. Give credit where its due and criticize when its merited instead of branding everyone as inept, corrupt and incompetent without providing any practical solutions to what our people need or acknowledging any wrongdoing by Jammeh or his cronies. At the end of the day we all want our country to become a beacon of hope and freedom from the excesses of misuse power. It is easy for others to think that there is a magic wand that this government have at their disposal to correct everything that went wrong during the 22 years of misrule by Jammeh and even before.
    The British were in our country for 400 years and God knows what developmental blueprint they left behind except the shipping out of our able bodied men and women in wooden boats and with their sweats, tears and hands they have built the great cities of the west only to be paid by the wages of the slave master’s whip.
    For 400 years they were on our land. How many universities, colleges, high schools, primary schools, hospitals have they constructed during their stay?     Prime Minister May wants to give one billion pounds of tax payers money for support from the Ulster Unionist party, an insidious sectarian grouping to stay in power, but some British objects have problems with how President Barrow and his government spend ”other peoples taxes”. Accountability, transparency and probity is deficient in not only in the Gambian democratic dispensation, but in the UK as well. The dodgy dossier before the Iraq invasion, the MPs expenses scandal etc.

You surely know that Rome wasn’t built in a day not to mention the democracy the initiators of magna Carta are still at odds with- especially when it concern voting rights for non-Britons with permanent status. But you asked a valid question. What has the coalition done visibly to enhance the lives of the people?
    Firstly, an environment created so that all people can go about their business without military harassment or political violence.
    Secondly, we don’t have gangster squad at the helm of our state. Fear of being killed just because you present a political threat to the big man is gone.
    Thirdly, due to the preceding mentioned conditions, Gambians near or far can travel in and out of their country without fear.
    Fourthly, the gov’t was able in navigating the wheel of state void of reprisals against one group or another. It has channelled the anger and the potential urge for violent revenge against Jammeh sympathisers- considering the scale of discord and division jammeh sowed into the societal fabric of the country.
    Finally, it has micro managed the limited monetary capital available to making sure the country is financially stable regarding imports and foreign exchange and is in the position to maintain the basic functions of the state. The state is functioning and that is the pillar on which a sustainable state rest on. All that is not cheap and I agree that stringent austerity measures need to be in place. I am encouraged that this is being heeded to, manifested to by the relative simple life stands being practiced by the president himself and core lieutenants. Compared to Jammeh extravagant lifestyles, huge amount of money is being saved. And last but not the least, the number of Gambians leaving the country for Europe via the perilous ocean journey is dwindling. It may take some time to attribute this trend to the gov’t tangible or intangible policies. But the atmosphere is positive and it is an atmosphere most Gambians wish to maintain and strengthen.

  17. I have no issues broadly speaking to the assertions of Natty Dread and Kinteh Kemo. It is fair comment to raise such points. Neither am I going to create a crossfire.
    But you have to conclude on the evidence that this coalition is only a transitional government, that has not lead by example but by ” mystery”. As the Jammeh mystery is revealed, page by page, it makes it mandatory that what this government says is matched by its deeds. Those deeds I have outlined, need perfect scrutiny. Less in 3 years or 5 years or 22 years, the next inquest will need to convene. Gambians have no more time for this. Before you can have an economic miracle, Gambia needs first and foremost a social miracle. That is the true foundation. Not loans, aids and grants. Though these accepted and employed in a strategic manner, can speed equality of purpose and opportunity. If you count success on the amount of other nations tax payers money and not your own citizens capacity to work earn and pay taxes. You live in an endless cycle of debts to other nations. If you make a nation fit only for the privileged few, you abandon all hope for 75% of citizens. I feel ashamed for those Gambians whose lives have been changed for the worse by a group of Gambian elites. Such unimaginable greed and indifference to suffering, must make Gambians ever watchful of Politicians who parade their privilege and indifference, in the faces of hungry and underprivileged children.
    Ousting Jammeh and his army of cronies and sycophants was God’s miracle, not a miracle some obscure and unknown and convenient political nomination. It was not a signal for the overreaching excesses of those fortunate to be elected or to serve the people. Be careful you don’t let history repeat itself by blind allegiance to what might happen, but correct and be ever watchful of the present. After all, Politicians are only replaceable people whose legacy is usually negative. I think it would not be overstating this point to promote just one simple advance. To make every Gambian child have access to two square meals a day, a bed to sleep in, and clothes and shoes with entry to free education. Building docks to increase imports, drill wells for the benefit of Global interest, having a conference hall, for talking nonsense,Or building a hospital without any bandages or working equipment…is just more nonsense.

    I don’t know if you notice in today’s commission of inquiry that Karamo Jawara stated that one of the accounts previously maintained and operated by the former president was now being maintained and operated by the current office of president. Amie Bensouda was quick to shut him down by stating that their mandate was as from the 31st January 2017. But the damage was already done.

    The commission then goes on to ask the governors of CB whether it was a policy that the office of the president can maintain and operate an account at the central bank to which they answered in the negative. But yet according to Karamo Jawara the current office of the president has taken over that particular account as at 21st January with a balance of D5,000,000. This is the double standards that I don’t understand

    I think the general public should be made aware of the account the office of the president has taken over and should be made to account for the spending. In fact I think the office of the president needs to clarify why it is operating and maintaining that account when there is a ministry of finance. What ever happen d to accountability and transparency and rule of law.

    Pa, the only difference between this government and the past government is that we can all sleep safely with fear or arrest…other than that the current government is not different from the past one…everyone’s trying to eat. How can the government award a $500,000 to Amadou Sanneh’s accounting company to audit the number of personnel in the government system? It is clearly a conflict of interest further it’s questionable whether such a contract was tendered through the right channels. We will continue documenting the abuses and corrupt practitioners cues the current government and ministers are emerged in. What ever happened to rule of law and good governance smh.

    • Soli, I’m neither passive nor conformist to Jammeh regime or Barrow government’s misappropriation of national wealth. Our difference is; I’m a non partisan participant in forums whilst on the contrary, you’re a diehard broken-hearted sucker of an ousted and the most ruthless dictator and blood shedder of Gambians, in the country’s whole history.     Abdou, all these facets existed under President Jammeh. Only those who exceeded their constitutional rights were arrested, arraigned and punished by the former government.
    If 4 opposition parties existed, while Jammeh was in office, it talks volumes of our liberty to express ourselves.
    Insult Adama Barrow, Ousaionou Darbo, Mai Fatty or their mothers and see what will become of you!
    Don’t you know that the opposition APRC, GDC members are today harrassed, insulted and purged in every sector than ever before? Is that democratic dispensation? You either accept this fact or you are just blinded to the truth.

In spite of all the horrifying and heart breaking revelations at the commission regarding the total abuse of power by Jammeh, his thugs in uniform as well as the government employees bamboozled into executing illegal monetary transactions, you can’t still see any wrong doing, hence exonerated Jammeh of any blame for the poor state of governance in our country, but putting all the blame on President Barrow and his administrators. The assertion that APRC and GDC members are harrassed, insulted and purged can’t be any further from the truth. You are either a liar, an insidious blind conformist or an unredeemable fool to think that any Gambian will believe a one sided, hypocritical analysis that is coming from you. From the little we knew so far from the revelations clearly showed that Jammeh’s government was a classic example of a ”MAFIA” criminal enterprise, where the Don, being Jammeh himself pulled the puppet strings to rob our people of our meager resources, with the help of those sworn to uphold the integrity of public office as well as thugs in uniform, disguised as soldiers.
    It is quite dumb for any educated individual to take the stand you’ve taken by blaming everybody of corruption, incompetence and tribalism while hailing the most corrupt, the most fake ass mother fucker ever to call our country home.     • Those who take joy in insulting people’s mothers or parents as a way to buy respect for themselves would fulminate with anger and a sense of unruliness when their mothers are insulted themselves. It is likely imaginable that a leader is insulted by people rather than people be insulted by a leader. It is only mischievous and petty leaders who will be there when their parents are insulted. Only leaders overloaded with arrogance and ignorance stoop to overhearing their parents being insulted or themselves insulting people’s parents.
