Ex-BCC Finance Director Alleges Irregularities, “Powerlessness” In Council Operations

Momodou Camara, former Director of Finance at the Banjul City Council (BCC), returned to the witness stand Tuesday before the Local Government Commission, expanding on claims of financial irregularities and dysfunction within the council during his tenure.

Facing detailed questions from Lead Counsel Patrick Gomez, Camara alleged that several payments were processed without his knowledge or approval. He pointed to what he called “structural flaws” in the BCC’s system and urged reforms to the Local Government Act to clarify responsibilities and strengthen internal checks.

Camara said his role was severely undermined, describing a work environment rife with infighting, which he claimed led to “trauma and physical intimidation.” He described being targeted by meetings he believed were orchestrated against him in retaliation for opposing opaque practices.

When asked why he failed to stop these alleged practices, Camara said he was “rendered powerless,” portraying himself as caught in a system resistant to oversight and transparency.

Later in the session, Mustapha Batchilly, former CEO of the BCC, also testified. He addressed specific allegations from Camara, especially concerning Demba’s Trading  a company that reportedly received numerous council contracts while its owner was serving as campaign manager for the current mayor.

Batchilly’s testimony is expected to offer further insight into procurement practices and possible political influence within council operations.

The Local Government Commission’s investigation continues as it reviews governance, accountability, and financial management across councils nationwide. The commission has stated its goal is to recommend reforms that will improve transparency and restore public trust in local government.
