“Kanifing Police Chief Samba Jawo Defies Unlawful Orders”

The primary obstacles to security sector reform lie within the upper echelons of the security institutions, predominantly the heads and senior ranks of their respective institutions. Conversely, junior officers appear to be taking the necessary steps to maintain a professional and disciplined force.

I was taken aback upon learning that the Deputy Inspector General of Police displayed callous disregard when he disrespected a sitting National Assembly member from Banjul and refused to provide his contact information to discuss matters of national importance during crisis situations. This behavior renders his position untenable, vindicating concerns that such individuals should not have been reinstated into our service, as they undermine the security sector reform. His behavior, mentality, and operational approach have not changed, which is a tragedy for our nation.

Recently, The Gambia has been on edge due to peaceful protests by young citizens demanding full disclosure of the individuals who purchased assets formerly belonging to ex-dictator Yahya Jammeh, including the sales process and prices. Despite being denied a permit, the determined youths proceeded with the protest, resulting in 27 of them being detained at various police locations. This response was unnecessary, as the authorities could have maintained professionalism and avoided politicization.

Deputy Inspector General Momodou Sowe has demonstrated arrogance towards the lawyer, Lamin S. Camara, representing the youths, by refusing to engage with him and failing to accord him the respect due to his position. His behavior warrants termination from the police command, as he poses a significant liability to the security sector reform.

Commissioner Samba Jawo, a seasoned police officer, has played a crucial role in ensuring professionalism during peaceful protests. According to reliable sources at the Police Headquarters, Commissioner Jawo was summoned by Deputy Inspector General Momodou Sowe and questioned about his decision not to use force to disperse the GALA protesters.

Commissioner Jawo emphasized the importance of de-escalation, crisis management, and using the least restrictive force only as a last resort. He asserted that he would not comply with illegal orders nor compromise his professionalism or that of the institution. It was discovered that Deputy Inspector General Sowe had ordered the paramilitaries to be on standby, armed and ready to deploy against unarmed peaceful protesters. However, Commissioner Jawo’s intervention prevented this course of action, instead opting to provide security for the procession and accommodate dissenting views to curtail the threat.

The Gambian people owe a debt of gratitude to Commissioner Samba Jawo for his professionalism and dedication to duty. He deserves promotion to the position currently held by Deputy Inspector General Momodou Sowe, who continues to be a liability to the security sector reform. Commissioner Jawo is an exemplary model of the young potentials our nation needs to drive the necessary reforms, unlike individuals like Deputy Inspector General Sowe.
